I like to believe all Pokémon are born to become semi-functional rather quickly. Pokémon are elemental infused fighting creatures and they're ready to instinctively defend theirselves mere hours from birth. This early phase of development quickly gives way to higher awareness and learning. Pokémon in PMD might not reach maturity at the same rate as humans and it might even be somewhat quicker. It's difficult to assess without any clear Pokémon lifespans at what rate this would happen.
