This is from one of the many localized name candidate spreadsheets (GFDocs/ポケモン監修用資料/ローカライズ関連/参考資料/亜細亜ローカライズ/資料(亜)/ローカライズ資料作成資料/ポケモン名英語ローカライズ資料/candidates1007_matsu.xls). The name's also present in ORAS documents (sangopart1/export/svn2/sango_doc/trunk/02_イベント/テキスト/rs_OldGlossary_GF.xlsx; there's a copy in the GFDocs folder with a "last modified" date of January 2014, iirc).
At first I thought it must've been a mistake, but after reading Bulbapedia's given explanation for his name (supposedly, "St Joseph's rod" is an alternate name for the ムクゲ or rose of Sharon), there's a possibility that they decided to change it last minute to something that would have a stronger connection to his original name. But still, since they'd already approved "Stanwick" back in 2003 for good reasons (alliteration + "A dignified name that sounds like a CEO") and it's still in the ORAS name glossary, it makes little sense to change it all of a sudden, imo.

Yep, though they were rejected because they didn't start with "A" and "M" respectively. I like "Vern", it's cute.

There's a shit-ton of localization docs where his name is misspelled like this, even in the "final" versions. I remember seeing the doc where they finally corrected it, but forgot (there's so many of these spreadsheets, it's like navigating a maze).
