You can absolutely make hybrids, but you can't go radically off model, nor can you just "pick a part" make a novel chimera from /tg/.
Have you read the comic book or seen the movie "Nausicaä of the Valley of the Wind"? It's set in a post-apocalyptic world and a lot of the endemic fauna were stock genetically engineered from a limited supply of animals. Pic related is the most 'brandable' example the "Horseclaw"; which is really just a bird re-engineered into a 'safe' domesticated terrorbird mount. Something like that would be possible/doable.
