It is literally stated by Jiyan that someone is orchestrating the TDs and Threnodian attacking and then it immediately cuts to Frog summoning them and causing them to move. Then we outright have Rover stating this patch that she can control TDs when Rover realizes she has her powers back and the orchestra itself is a trap.

It doesn't matter. The partnership would have led to countless deaths. The plan itself outright required an entire country to die, and she was fine with it.

Rover having the script doesn't matter at all. Cristoforo literally tells this to Frog in the discussion when you play as Lupa. The play succeeding or failing doesn't matter to him whatsoever and in their discussion she's indifferent to the whole thing being executed outside of not liking Cristoforo's lust for a tragedy. Meaning she's fine with everyone dying in the Dark Tide.
