I've found 4 stars to be a lot easier to E6 with some patience. Like with Moze, after 2.5 he has been:
>given out for free after doing the 2.7 event
>on the 3.0 banners
>on the 3.2 banners
If you're targeting just Moze, I'd say save your pulls until he shows up on an event banner.
