data on mobilization allocation within the mObywatel application). During the qualification, as before, each person will be registered and

given a health category, which will determine what type of service for the state they can perform, as well as their
special readiness to undertake a specific service indicated by them.
It is crucial that the data obtained can be easily used by the state. important tasks in the area of aggregation and securing the appropriate data will rest with the ministry responsible for digitization, which will cooperate in this area with other entities, led by the ministries responsible for
defense, internal affairs and administration, and health. A central register of citizens undergoing qualification will be created, which will be created,
updated and managed by the ministry responsible for digitization. Sharing data on people undergoing qualification is a key condition for the success of the proposed
reform, which is why the ministerial information management systems must be subordinated to it. The database containing citizens' data
should include the five previous age groups. As a result, within 10 years a database of approx. 4-5 million citizens aged 19-35, who may be engaged by the state in a
situation of crisis or war, should be created. Modern IT solutions will enable the creation of a fast communication path with citizens, via applications, e-mail or text message communication, which will shorten the time needed to call up people for training, for service>
