most of the retardly overpowered weapons would be overpowered even without the stagger mechanic (ex zimmermans or songbirds)

its much easier to say stagger sucks because the whole system is boring and building a bar into landing cheap hits is boring, and makes the attacks against non-staggered enemies feel too unimpactful
