It's from a colab project where a bunch of pixel artists came together to redraw Johto. You can find the whole map googling johto redrawn. The maps vary in quality depending on who made what area. There was also a Kanto redrawn where they also did indoor areas, dungeons and the sevii islands, but most of the maps look genuinely awful and don't blend together as well as Johto.
