It's funny that you saying this in the Skyrim thread lol. But to answer your question it actually matters because all these mods usually make NCR/Legion look more like their fanart versions, NV was made in a hurry and had very little armour variation. This one was made with inspiration from Fallout sunburst.
So for the same reason people make mods that replace the Empire armour in Skyrim
