Was Ann really the first drawing of a Phantom Thief? Her costume does seem to have the most attention paid to it. And considering the fact that the only thing that sets Makoto apart is blue hair, I guess it would make sense if he was the first character designed in 3 as well. But I just don't see a very strong artistic vision when I see his design. He's the most generic one compared to his teammates who all have more flavor. Blue is blue, cool, but that doesn't really inform us about anything. Sadness? Water? Even Yu being gray and colorless in his color scheme works for the setting perfectly because of the storm clouds/rain/fog/static.
