That is LITERALLY meant to fake OBJECT MOTION BLUR, using only ON / OFF transparency states for individual pixels, with the smoothing being left for the brute-force TAA.
I tried finding a good example from a recent game, but all the PS3-4 era tech demo screencaps are now behind a paywall or registration... so imagine this without smooth gradients and transparency.
