not necessarily, we are Earth bound creatures that only know of linear Saturnian time. The Red Room is a different set of rules. But the clues are that "something" is going on with Time in the Red Room. The way they speak, even the way they move, is like it's being played in reverse but made to (try to) sound like it's being played forward normally.

the speech wasn't reversed though, we could still understand it. They actually did a couple scenes where the speech WAS reversed (one example i remember offhand was when Major Garland was captured and given a truth drug by Windom Earl. He spoke a phrase backwards). The dwarf and Red Room Laura weren't talking backwards. It was more like they spoke backwards then replayed that on a tape recorder backwards, so that it then played "forwards", but because it was spoken backwards originally it came out sounding weird. Double-backwards, not just single backwards. And the ability to see the future accurately points to the place being outside Time.
