Yes, though there's also an element of justifying existing prejudices (A bad thing happened, I don't like the Swiss, the Swiss must have caused a bad thing to happen) and a desire for there to be some narrative purpose and control in the world (If the Swiss are behind all the bad things in the world, I can work to make the world a better place by fighting the Swiss. It couldn't be that bad things sometimes happen to good people for no reason and there's no one to blame, then I'd have to reckon with my own insignificance in the face of forces beyond my, or any, control!).
