Like the other guy said, rail was good enough to move them to camps, it should be good enough to move them to any convenient spot in the Alps, far away from the front lines and bombing of the Allies.
You wouldn't need all the camp construction or staff or food. It would be much more hidden from the general population. There were towns near the camps, I'm sure you know that already.
The Atlantic was inaccessible if your goal is to move a warship around and patrol. But tugging a barge five miles off the coast and turning around is not a problem. Furthermore, Nazi Germany had access to the Baltic sea until 1944. And they held Denmark until VE day.
