the roman kingdom and roman republic spent much of their history defeating celts left and right
the empire was founded only after julius caesar destroyed the celts powers in gaul
they were indoeuropeans like the latins in rome, but not closely related to them in any way whatsoever
i imagine the celts were more closely related to proto germans, slavs and other northern indoeuropean branches than the italics
