If you were to incorporate weapons / guns into your story, how would you do that without shifting the whole focus on guns?

How advanced would the Pokéworld's military tech be?
There are a few canon references, like:
>games: Galactic Bomb, Genesect, Plasma Frigate, Ultimate Weapon, Expansion Suit
>anime ignoring Team Rocket's gags or early-anime-weirdness: airships, missiles, missile submarines, figher jets

How would you explain the absence of weapons or the military lorewise (Gen1 vs. newer gens; no military intervention during canon end-of-the-world scenarios)? Did the Pokéworld turn pacifistic so guns became outlawed, not to mention pokemon being way better "weapons"? Or are guns only reserved for military and special forces, with police forces being sufficiently equipped with pokemon and non-lethal weapons like batons?

What would the power scaling between weapons and pokemon be?
A) Guns are underpowered and thus useless, as even the weakest pokemon species can become bulletproof via moves / abilities / items etc.
B) Guns are capable of harming pokemon, yet fighting more powerful ones still requires you using pokemon of your own.
C) Guns are overpowered, capable of causing massive destruction, with super weapons even surpassing the power of legendaries.
D) It's a mix of A)-C). There are outdated weaker and modern stronger weapons. With most pokemon being adapted to the former, and the latter being specifically designed to exploit certain type or species related weaknesses or enhanced by drawing their power from a legendary pokemon or artefacts.
