Several, actually backed a few on Kickstarter, also purchased some on Steam that come with the ROM. NES and Genesis are by far the two most popular platforms for this, but a lot of the NES games can be terrible, there is quite a bit of good homebrew for Genesis though. You would think SNES would be super popular for homebrew but not so much, I think even Dreamcast gets more homebrew attention than SNES, N64 is also pretty uncommon. Though there was a N64 homebrew Game Jam last year.
