I think if the government gave actual benefits to mothers, like if there was a program like the military where women could sign up to be impregnated and be given free housing, streaming, food, etc, and conscript men with high IQs and good health we'd see a much higher fertility rate. I think the problem with fertility is simply that once you have a kid you're just stuck at that point in your life; once you have a kid you're not going to work on your art, you're not going to switch jobs, you're not going to go to classes, etc. But if there was a system where babies were raised by competent public servants and parents were allowed the leeway to actually live their lives, or a cultural push to make people appreciate their position more, more people will willingly breed.
