There were only 110 convictions every year, and most are because people called for violence against someone else they very rarely arrest for a meme. The only one I was upset by was the pug Hitler shit in Scotland but Scotland isn't a real country so who cares.
There are lots of arrests sure because some police forces are shit like in Northumberland, but they rarely convict even then.

I have been able to say "I want all niggers and pakis to burn in nuclear hellfire exchange" for years here because they don't actively chase people that don't have a name to them.
