I don't think Oda ever spelled it out but it seems obvious that he was partially inspired by Hulk Hogan like so many One Piece characters are inspired by big stars

Maybe he never said it because of some of the controversy around HH, but you can't tell me Whitebeard is solely based on some Japanese barkeeper
