The show rarely makes jokes about sexualizing women the way typical "fanservice" anime do. Off the top of my head, I can only think of a few moments, like Gintoki grabbing Tsukuyo’s breast, Gintoki using binoculars to check her out in the pool episode, the girls talking about Kyubei’s pubes sticking out of her panties which Gintoki was wearing on his head in the episode where he disguised himself as Takasugi. Oh, and there’s Tae aggressively groping Sougo’s and Gintoki's chest in the genderbend arc.
In most "fanservice" shows, you get stuff like women suddenly ending up naked just because, like in Fire Force. In Gintama, that kind of thing is Kondo’s role.
And even if you argue that Gintama makes just as many sexual jokes about women as a fanservice or ecchi anime, it balances out with Sarutobi constantly being a pervert about Gintoki’s junk.
