It's because all-female anime aimed towards women aren't being made. The vast majority, if not all, have a strong CGDCT/waifu (and more recently yuri) lean to it that's so blatantly for men that it's alienating. It's the same kind of thing that puts men off of super saccharine/melodramatic shoujo manga.
I don't know enough about it to say, but I would wager the situation's a little different for live-action dramas, but even then afaict what seems to be most popular with women is down-to-earth mixed cast shows.
Women's preferences make a lot more sense when you realize they're treated as a secondary audience for anything more expensive to make than manga or an acrylic stand. They're used to general audience media and it's almost always the safest choice.
