Contrary to popular belief the wizarding world has not remained entirely static over the centuries, and the same is true for the many creatures living alongside wizardkind under the Statute of Secrecy. On the desolate North Sea island of Azkaban, similar changes were afoot. The Ministry of Magic only became aware of the extent of these changes when the Dementors guarding the prison formally unionized and demanded that the Ministry provide them with (1) cigarettes, (2) a radio connected to the Wizarding Wireless Network, and (3) playing cards.
After several dozen Aurors tried and failed to bring the Dementors under control, the Ministry was forced to the negotiating table. At some point it was agreed that a "suitable representative" would be sent to Hogwarts to ensure that the Dementors had been sufficiently "civilized", with reference being made to an emancipated house elf pursuing a similar program for his race. And so as the Hogwarts Express pulled into Hogsmeade Station, it was a very nervous Prof Firethorn who found himself waiting at the gates of Hogwarts alongside a very serious Headmaster Manastone for a Dementor to come up the road. After several false starts, during which the Hat literally jumped out of Headmaster Manastone's arms and levitated itself away, Marvin was told that his Sorting would have to be postponed. Instead he would be expected to reside in a small makeshift hut on the outskirts of the Forbidden Forest. This is where Marvin has resided ever since.
