Vampire counts actually. I want hordes of shambling skeletons and zombies who can win combats on their own merit, but the fear mechanics are underpowered in TOW and the basic skeletons and zombies are clearly written to tarpit, not win combats. As such the "hordes of shambling skeletons and zombies" feel like a chore to face rather than a threat.
