I feel like that was a bit of a miss, they already had the "sympathetic backstory but still evil murdering villain who got evil because mistreated by family/society" shtick done better with Shigaraki and he's much more of a legend, I think with Toga they should've fully committed to her being an irredeemable villain that does it for sick kicks and pleasure since both Shiggy and Dabi had the sad backstory angle. I also think they could've expanded more upon her being a League of Villains member because she likes Shigaraki like what they were going for at first to show how as All For One's successor he gets people to be villains out of loyalty to him, but instead of enticing favors and blackmailing they're loyal because he sees his compatriots as friends to understand and work with with rather than pawns to be used (like what he saw them as at first before getting to know them). If they really wanted to go for the sympathetic route they could've focused on Himiko doubling down on her loyalty to Tomura because they were both abused as children and abandoned by society and coming with different ways to respond to that instead of the gay misunderstanding drama/"friendship" plot with Uraraka

What makes Shigaraki such a LEGEND? Every other Death Battle combatant this year has faced some degree of contention and opposition for one thing or another and yet there's near universal acclaim for his character and agreement that Shigaraki is way more powerful than Mahito, that his victory was the correct outcome and well explained, and that he had one of the best episodes of the year if not among the best of all time. Not only that but Shigaraki vs Mahito retains a very solid lead on view count, literally second only to Bowser vs Eggman in terms of 2024/25 episodes.
