You are literally wrong on the terminal ballistics, the icepicking from short barrels starts happening at longer ranges than that.
Now, something like a 9mm or .45 carbine can feel more appealing in comparison because you can have one which is short and handy, MP5 or MP5k sized, and it's going to have alright ballistics (for what it is), while not thundering like a beast.
You can suppress a stubby 5.56mm to reign in the blast, but then you've got a longer gun anyway. Meanwhile, it doesn't take much length or volume to suppress a 9mm or .45 if you wanted to make one which isn't loud at all, but even without a suppressor it's going to be a fraction of the light, sound, and shockwave.
There's appeals in the pistol caliber carbines.
