Healthcare admin bloat absolutely is a major factor in healthcare cost. There are 10 admins for every doctor.
Of course, you can't just randomly fire people without knowing what you're doing as Elon did, you have to simplify the amount of paperwork that actually needs to be done.

Making universities tuition free without reducing the amount of they cost would be a major tax sink. That would not be positive for our country.
And we of course need some admin staff, but we don't need to have more admin staff than educators.

You're not going to be able to pay for this just through taxing the rich, you would have to increase taxes on every income level. Again, the total wealth of every billionaire is less than the annual federal budget. Their money doesn't go as far as you think it would.
