is there a single nation builder series where the protagonist doesn't end up as an omega perfect civil engineer who can do nothing wrong?

just once i'd like for a protagonist that makes mistakes, to not be universally loved by everyone. for civilians to actually be split in politics, oppose policies principle for ideological reasons even if that policy is doing good things.
