The Scriptures were inspired by the Holy Spirit and given to God's people. The Scriptures are self-authenticating, as they are self described as "God breathed." As such, no institution nor person is required to authenticate the Scriptures because the Scriptures are, by definition, the word of God and thus the highest possible authority. As for how the Scriptures were compiled, we determined the canon by citing what was always recognized to be Scripture in catholicity, which is to say we only hold binding what the prophets and the church fathers chose to universally be bound by. Any books that were not inspired by the Holy Spirit or were not recognized universally amongst the fathers, we have removed from our canon.
