It's an industry standard, this is not exclusive to Square or even the Japanese, this is a worldwide and constant thing, look at the TW series and the Hyenas disaster for a great example of it. The idea is that your current, successful products profits should be used to generate and finance new products so you can increase your profits. Maintaining and cultivating the current product that is already successful would be a stable approach, but it would have diminishing returns and in a world where the entire goal is to have big spikes so your stockholders can get a major increase in their value, you do not want stability.

Therefore once a product achieves a certain level of success it is doomed to stagnate and rot since no further investment will be made into it and instead all profits will go elsewhere, and the process will repeat if any of THOSE new projects succeed, as well. That's why there will never be a game or product in the current market that slowly gets better and improves over time, or even maintains the quality it started out with.
