The larger number is the count by number of monthly chapters, but each is also labeled differently on the chapter itself. 96 is 27.4. Those smaller numbers are roughly equivalent to the LN chapters being adapted. 28.1 starts the third chapter of LN volume 6 since each volume has had 5 chapters.
