NTA but the difference between SS3 Goku Mini and SS4 Goku Mini doesn't seem to be big at all, SS3 was doing a good job at first, and you could even argue it was nerfed by SS3 drain while SS4 wasn't.
Then SS4 Goku Mini jobs to Gomah because the later powered up, but SS3 Vegeta (adult) styles on him, again only losing because Gomah powers up while the SS3 runs out of energy, and then Goku goes adult SS4 and doesn't beat the crap out of Gomah in the spot and even fails to punch him three times on the back of the head. There's just not much of a difference between SS3 and SS4, the difference from mini to adult is bigger (and that didn't make Goku much weaker anyway, considering SS Goku Mini did better against Tamagami 3 than Dabura ever did).
Now Boohan was Super Boo (at least stronger than SS2 Gotenks, given SS3 was required) plus Gohan (about as strong, if not stronger than SS3 Gotenks) plus Piccolo, Goten and Trunks (let's say equivalent to SS Goku), he was certainly stronger than stacking up SS2 Gotenks and SS3 Gotenks. Given the official multipliers make SS3 four times stronger than SS2 and eight times stronger than SS, that means Boohan is stronger than five SS2 Gotenks or TEN SS Gotenks... And SS Gotenks alone was already SS3 Goku tier given he was the warrior sent to beat fat Boo.
Easy math tells us Boohan is at least ten times stronger than SS3 Goku was in the Buu arc. Do you think less than a year of training back on Earth and such a marginal different in power between SS3 and SS4 is enough to make Daima Goku stronger than Boohan? That's utterly ridiculous, even if Daima Goku was twice as strong as Goku was in the Buu arc he would still need a form *five* times stronger than SS3 to reach Boohan's level, and you would have to be insane to think or pretend Daima SS4 is so much stronger than SS3.
