Historically there's been a problem with know-nothing elites getting the rank and file killed because they wanted to get a military career to bolster their chances in politics. This dates back to ancient Rome with the cursus honorum. Loads of stories of inept blue bloods getting into positions of power in the military and fucking everything up because they wanted a promotion when they got back to Rome.
You can see the same bullshit in 17th - early 19th century Western Europe, especially in Britain and France (bar the Napoleonic era). Russia, post-Frederick II Prussia, and the Dutch also all had this issue.
