Disagree. I think we should have two, but they need to be paced at x.1 and x.5. Not the weird pacing in the past of x.1 and x.3. Why? There's been a long content drought at the end of the expansions (now pushing a year) and many people are done when they complete the MSQ. There isn't anything anchoring them down, unless they're catching up with old ultimates or relics.

Agreed. I think some form of horizontal progression would be nice and gives casuals/raiders more options to gear up characters.

Be careful about this, because I rather not see a situation where we run back to discussions with Endwalker's V&C dungeons and the lack of rewards. Sure, it's nice to do them for the achievement, but who is really going to do that content for a lousy mount? Especially in an economy where gil is virtually useless.
