The effect works like this (Ive only got 40k models to demonstrate but its easier to see) where you paint the mdoel then do a wash with oil paint. Except you leave it really heavy as Ive shown in previous threads.
However here it hasnt worked but I can see why. The oil paint is a brighter and more vivid colour than the undercolour (I.e. red here) and just overpowers it. For the effect to work I think the two colours either need to be close in how vivid or not vivid they are especially towards the darker end of the scale. Or if using bright colours the undercolour has to be brighter and more vivid. Otherwise it just ends up as a shit chalky texture.
