No indication of that. If anything the fact that Ballas wouldn't produce the Temple Warframe means he is the one that made the original strain and just didn't go through building it. Nothing suggests the strain came from Flare. On the contrary - Flare explicitly only returns by the Night of Naga Drums, there isn't a time slot for his samples to be the model of the strain in Ballas hands because he only comes back on the day the Tenno massacre the Orokin.
Ballas makes the unstable uncontrollable strain, never makes a Warframe with it since he knows he wouldn't be able to use it and shelves it away, Entrati takes that batch back in time and injects Flare, Flare becomes the first Temple and all our Temples are derived from him.
