The inhumans were against the cloud and were trying to find a way to safely destroy. It comes up in multiple arcs and is the reason Medusa and Black Bolt want to break up. It wasn't until they pulled the X-men vs Inhumans plot out of their ass that the Inhumans suddenly wanted to keep itn(just like how M-pox didn't exist until then) . Even with no terrigen Attilan born Inhumans would rather not go through terrigenisis instead of using the cloud. I'll never understand how people could hold this characterization against the Inhumans when editorial so clearly forced the confrontation.
