I feel it's people conflating "this unit is strong" and "this unit does a gorillion damage". Outside of Gilbert and Selvaria/shamans, none of the support units really get the time of day in discussion. Tank units are considered undesirable a lot of the time because their damage is low.

Virginia has the unique skillset of 100% passive guard without a greatshield, freeing up slots for other uses. I actually prefer she has 2 shields over accessories because most shields go unused due to low block% or prioritizing the +PP ones.
