To add on to this, I truly don't think Sans is acting as a mouthpiece for Toby, and that the point of the judgment scene wasn't to judge you, the player, but due to Chara's existence it comes off that way. "Genocide is a punishment towards you" or "Toby doesn't want you to have fun with what you're doing" are extremely shallow and incorrect takes when you consider the two highest effort boss fights are genocide exclusive.
