At the end of the day, it's this. Sometimes on just a slightly broader scale, in that we from evolution's side have developed towards liking to feel part of a "tribe", and so you could consider such groups (Jews, the American Christian ultra-conservative elite, technocrats etc) weakly engaged in this omni-directional tug of war, but even in those cases, personal interests will come before those of the tribe, just as interests of the tribe will come before those interests not of the tribe
The fact just is that "intelligent" operations of the brain account for a tiny, tiny percentage of its total output. Even our very brightest are no less slaves to the unconscious, shrouded parts, they are just as jealous, egoistical, and self-interested as everyone else. Evolution would need hundreds of thousands of years of guided precision to carve those things away
