I do have a problem with it, since he had never killed before (with his own hands - telling the soldiers to off themselves was a test and doesn't have the same impact), so it shouldn't come easy to him at all. Especially since it was somebody he personally knew and spent childhood with. There is no feeling of 'let justice be done' either, since Clovis is mostly inept, a neurotic artfag, and his genocidal tendencies (cleansing the ghetto) are on the same level or lower than Cornelia's - he was never a serious threat or particularly deserving of 'divine punishment' when you compare them with the rest of the royal family. Lelouch never had a problem with offing randos, but killing his half-brother should have made him hesitate and try to spam Clovis with Geass orders first. Blasting Clovis' head off should have been the last resort he did as the panic mode (from not being able to use Geass twice) was setting in.
