You can evade the wire, it has a somewhat long startup so she's encouraged to throw it when she's far. She gets proj invul if she hits you with the wire so throwing projectiles at full screen is not recommend. as Luci you can likely 22L/22M on reaction for a punish or 22H on prediction for a bigger punish
the wire takes a chunk of her meter and one thing a lot of 2bs do is throw the wire, get evaded then instantly throw that wire again so watch out for that
