We have those in some cities in Brazil, though Brasilia got really famous for their commie block (called superquadras here).

I've been living in those for the last 10 years or so, and the standard of living here is great (compared to Lisbon, Paris and some other cities which I also lived on), great security (you can walk home at night using your cellphone without worries, etc.), but it is expensive as fuck.
