I think the England thing is where people get mad about Aleister. Nobody actually forgave Othinus and canonically she is "imprisoned" with Touma and he died she would be taking by magic authorities. Accelerator is still called a monster and mikoto is still disgusted by him. He can't even forgive himself as shown with his self imprisonment. For the time being Anna is still called a villain. Aleister feels just a bit too cushy especially since he was the main villain for 2.3'd of the story. The thing with England though was it wasn't just forgiving aleister their alternative was sacrificing a baby. They might have actually punished him afterwards. However "Dying" kept him from receiving any direct fall out. I'm still not sure touma crying here was too much.
