Graham's bill if enacted would take any discretionary power away from Trump in the implementation of any secondary sanctions. Forcing Trump to enact something which has the potential to implode the US economy and be powerless to do anything about it.
This new 100% tariffs in 50 days at the discretion of the president staves off the senators bill.
Both get what they want. Graham is seen as the tail wagging the dog to increase belligerence against Russia. Trump gets to reassert his control over foreign policy (for now).
What happens in 50 days if Russia doesn't capitulate?
All that the Americans are offering is a partition along the line of contact with western Ukraine entering NATO with no promises of ending the attempts to try to destroy Russia through economic warfare and recruiting proxies to do their bidding.
