L4D the zombie virus is literally just airborne so good fucking luck avoiding it, which also ironically goes against your point because military is like the only institution actually hanging on and it's not like they can effectively prevent civilians from getting infected.
But also once again, even if military dies they aren't even overrun, the virus is just stupidly infectious. You don't have to lose to random zombies when you'll just turn into one by simply breathing in the wrong place.
In Resident Evil all the outbreaks are relatively small incidents and are actually contained, again completely going against what you're saying, no military was overrun and it only starts requiring serious force to stop only in later entries when it's more superpowers bullshit than actual zombie virus, even then it's contained.
The entire fucking point of Dying Light is that it's contained and the city is already quarantined, the virus hasn't spread outside of this one fucking city (or country, it's been a while since I played it) and you're simply dropping into the closed off city.
Last of Us is literally the only game on this list where people have actually been overrun and yeah, arguably it's bullshit but also a lot of it was caused by people infighting rather than the zombies.
I never played Zomboid so can't say anything about that.
