The backstory is that Kaufland put out ads in Tagalog and Nepali a week ago to cater to the immigrants. The DP (our conservative party) then threw a fit and sued Kaufland for breaking some advertising law o algo. The DP then put up these "learn Croatian" billboards out of spite.
