Each school has their own "strongest". They don't overlap really, because the strongest from each school never really fight each other. Whenever they talk about the strongest they mean per school.
And as you see in volume 3 sometimes the one students consider the strongest might not be the real strongest, sometimes characters might be hiding their power levels a bit.
