I'd be surprised if you had too much trouble clearing stuff even at a level disadvantage.
You have Iroha who has a reputation for stomping all of campaign and the only thing she's weak against is yellow, but you have Mika.

The only thing that stands out as being neglected is your Kokona, but I'm not sure if that's just a resource thing considering how many students have been leveled up - should probably have limited your scope a bit but whatever.

Well, Iroha does do most of the damage for me, but I'm struggling to clear fast enough on level 77 stages for all three stars, which is what I'm trying to do.

I actually haven't put Mika in my team while clearing missions, so maybe that would help.

I can still level 1 or 2 up, but I tend to level up characters a lot since I'm not sure what I'm missing I guess, or if it's just a level issue at this point.

i didn't reroll, but my tutorial roll gave me shun + hibiki. finished area 9, read like one chapter of the story, dipped my toes into the other modes (aka borrowing a student to get carried in hardcore for all 3 colors in GA). i 3 starred every mission on concentrated command on both normal and hard mode for areas 7 and below. i couldn't do it on 8+ because I only have my tutorial roll students and I simply don't have enough firepower to spread across the nodes that require two teams. I ended up having to replay a lot of nodes twice to get 3* + full rewards for hard mode. i think at most i idled ~30min-1hr. all my units are like lvl 25 and have at most t2 equipment... kinda started to feel the walls closing in. im sure it'll get better once I have a larger roster from the upcoming free rolls + ideally sparking rio if I can get enough pyros in time. i think i should probably start reading the story and chipping away at side stories now, right? not sure how else to raise my power level

Probably, you'll want to get all of that done before blufes anyway since it gives a pile of rolls, so doing it while you're brickwalling is sensible.
You'll gain power passively as your energy trickles in and you spend it, so by the time you've done some story etc you might have unbricked yourself just from that.

Getting her to 3* unlock the subskill, where she just increase the atk of allies passively. Very good for going through stages and raid.
For the passive skill? Don't bother with it. Her important skills are her EX, normal (just get it to 7), and Subskill.

Both of them work on PVP and normal maps. So you'll end up using them a lot.

I personally would choose Tsubaki first because she has an automatic health up that makes her very good as a tank even in late games raids.
