It says Hong won't get staggered if the damage he takes from Tarnished Blood lowers his HP below the threshold, but then he went and got staggered in the following turn (without hitting the next stagger bar) after being hit as if skipping the stagger bar was a result of taking bleed damage. Is this actually something that happens or did I misread something?
